If you are getting rid of an old sofa or sitting room chair or even if you know someone that is, grab one or more of the foam cushions. If you rip this -it's a good spleen venting exercise- into smaller and ever smaller pieces then using a cheap acrylic paint -slightly watered down for maximum penetration- dip the foam in, squeeze most of the paint out and you can make shedloads of the stuff for the cost of a tube of paint. Make up about three or four slightly different shades for variation.
By the way, randomly torn chunks also make good deciduous trees. You can paint them and/or PVA and flock them, both methods work.

The model railroad guys have a whole procedure to take the foam, put it into a blender with various items like glue, coloring, etc. and the end result was just like the scenic woodlands clump foliage. I need to see if I can find that link.
